Stunning Revelation of Incompetence Fingers Nye County Treasurer

As you may have read, I’m in an ongoing battle with a couple of Nye County commissioners and various government regulators over my business licenses that have come under increased scrutiny since my announcement that I’m running for the Nevada State Assembly.

I’m sure it’s all just a coincidence (not).

But what you might not have heard is that the county has some pretty big problems of its own.  For example, an auditor’s report of the government’s finances found “Material Weakness in Internal Control Over Financial Reporting.”

The report, which is public record, states…

Condition: Investment balances as listed on the monthly statements for one investment account did not agree with the reconciliation and there was no documentation of the review and approval process.

Cause: Errors were made recording market value changes in an investment account. The statement balance of the investment account each month was not agreed to the reconciliation. Bank and investment statement documentation supporting the monthly reconciliation was not made available to the Comptroller’s office for review.

Effect: Pooled cash and investment balances listed on the general ledger for monthly market value adjustments were overstated causing financial statements to include misstatements. These conditions increase the risk of errors or irregularities and the risk of material misstatement of pooled cash and investments.

Context: The County Treasurer maintains seventeen bank and investment accounts. One of the seventeen account statements did not agree with the monthly bank and investment reconciliation. The balances were overstated by $1,049,295.

That last line is simply unbelievable and shocking.  The County Treasurer overstated the government’s account balance by over ONE MILLION DOLLARS!

The man responsible for this incompetence is Richard Billman.

He resigned on January 11^th.

His wife is Laura Billman…who also happens to be the campaign manager for my opponent, tax-hiking Assemblyman James “The Big Selloutski” Oscarson.
